1.3 is about questioning an activity or habit of yours. And yes 64.1.5 is about succeeding without the proper preparation, or succeeding without help, as suggested by 10.

It's related to the commandments of Jesus (Love God and Love your neighbor). There are things that you cannot do without the help of God (God's grace), other things that you cannot do without the help of others (God won't help, it's related to 41.6 in the I Ching) and things that only you can do (for example admitting your errors).
