    10 - Persistence
One is committed with confidence, in the long term and with a simple goal, without looking for outside help.

    My intepretation:

The sustained activity seems to be the disputes between the three countries. But we will elaborate with follow-up questions.

    Conclusion:

These disputes about the resources are causing too many problems for these countries, so they find more advantageous to discuss about a free trade agreement (59 then 4.1). The distrust (38.6) between the countries is the sustained activity that is questioned. The long term goal is for China, to avoid war while continuing expansionism.
